Registered Civil Engineer

Background — A Registered Civil Engineer in California for 18 years, along with several other western states, has had extensive experience with the FoundationWorks System and has been approving foundation systems for manufactured homes for more than 7 years.  He also has a deep background in managing seismic retrofit projects for the State of California (roads, overpasses, and buildings), and leading development of building procedures for building in earthquake and high-wind zones.

Manufactured Home Communities Management

Background — The following comments are from the President of a West Coast company specializing in the marketing and management of manufactured home communities.  He is a 30-year veteran of the industry, including heading up a state manufactured housing association.  His company currently manages more than 75 communities, which contain more than 10,000 manufactured home sites.

Regulatory Leadership

Background — In 2000, Congress established a 21 person Manufactured Housing Consensus Committee for the purpose of overseeing HUD Manufactured Housing matters, particularly as they apply to rule making.   As of October 2005, The Chairman of the Committee, upon review of the performance of the FoundationWorks System, has recommended that HUD’s definitions of Permanent Foundations be updated to include Alternate Foundation Systems [based on the updated technology for factory-built housing offered by the  FoundationWorks’ products].  The Chairman has also recommended written installation protocols based on work from FoundationWorks as an example for the industry to follow.
